Puttalam Centre for Technical Training (PCTT) is established in Puttalam, Sri Lanka in 2015 with an intention to mobilize the dominant youth population in Puttalam region in organized manner to bring about great change in their lives and in the society. This training centre operates as a subsidiary of Insight Institute of Technology and Management, 18A, Palmyra Avenue, Colombo -03, Sri Lanka. This institute is registered as a non-profit organization at Divisional Secretariat of Puttalam and also will be registered with Tertiary and Vocational Education Commission (TVEC) to obtain accreditation for provide vocational training up to NVQ Level 04.
Here Large numbers of students leave school after GCE O/L exam in Puttalam and adjoining three DS divisions where the major proportion of the population comprises Muslims. Assessment of present situation in this region revealed that more than 75% of these students join unemployment community every year and become a marginalized section of the society. Also, some studies show that they become a burden to the family and the society where they live. Except few, most of them end up in the low paying unskilled job market and are becoming more and more prone to anti-social activities and use of narcotics. Lack of proper guidance and capacity building facilities in this region aggravates the situation and the magnitude of the problem is growing every year.

There are only few training centers are operated by public and private organizations in the region conducting short and long term training programs however competitive courses are conducted only in Sinhala medium.
